The Downtown Development Authority (DDA) is a funding tool that Downtown Grand Rapids Inc. (DGRI) administers to help catalyze public and private investment in Grand Rapids’ urban core.

The Board met on this agenda and took the following actions:
Fulton and Market Brownfield Agreement
The Board approved a resolution authorizing the Grand Rapids Brownfield Development Authority to capture a portion of the DDA property tax revenues that will be created from the future development on the southwest corner of Fulton and Market. This reassignment of revenue will allow the development to access additional financial incentives that make the project viable.
Fulton and Market Easement Agreement
The Board approved a resolution to authorize the DDA Executive Director to execute a Trail and Access agreement with Fulmar Property Holdings, the party responsible for the future development on the southwest corner of Fulton and Market. These agreements will create a public easement to ensure community access to a future riverfront trail on the development property.
Retail Innovation Grant: Gimme's Par & Grill
The Board approved funding to support a new Downtown Business, Gimme's Par & Grill, through the Retail Innovation Grant program. This grant program provides support for rent costs up to 50% over an 18-month term. Gimme's is located at 45 Ottawa Ave NW and combines dining with an entertainment experience involving golf and other sport simulator rooms.
The Board approved funds not to exceed $53,289 for a Retail Innovation Grant.
Retail Innovation Grant: Reworked Studio
The Board approved funding to support a new Downtown Business, Reworked Studio, through the Retail Innovation Grant program. This grant program provides support for rent costs up to 50% over an 18-month term. Reworked Studio is located at 15 Division Ave S and combines a creative, inclusive space with an interactive retail experience.
The Board approved funds not to exceed $20,295 for a Retail Innovation Grant.
World of Winter Snow Removal
The Board approved funding to support snow and ice removal in key locations within the World of Winter festival footprint in 2025. Services include daily checks of key locations, snow removal and de-icing to maximize safety and accessibility. Building Bridges is the selected service provider following a successful partnership in 2024 and a review of bids by DGRI staff.
The Board approved funds not to exceed $29,484 for snow and ice removal services during the World of Winter festival.
