The Downtown Development Authority (DDA) is a funding tool that Downtown Grand Rapids Inc. (DGRI) administers to help catalyze public and private investment in Grand Rapids’ urban core.

The Board met on this agenda and took the following actions:

Retail Incubator Program

The Board approved funding for a micro-entrepreneur incubator program Downtown. This program supports goals from GR Forward focused on addressing retail vacancies by attracting diverse retail offerings and supporting economic growth. In partnership with the Arts Marketplace at Studio Park, the program is seeking to identify up to 20 aspiring micro-entrepreneurs to participate. Components of the program include co-creation of a business roadmap with skill and gap assessments, connections to local economic support organizations, trainings and education, success monitoring and continuing support mechanisms. In addition to the generous expertise and support from the Arts Marketplace, over 10 local partners will be involved in ensuring the program is as efficient and comprehensive as possible.

The Board approved funds not to exceed $175,000 to support the creation and implementation of a micro-entrepreneur incubator program.

Pleasant Peninsula Mural Series and Festival

The Board approved funding to support the creation of a mural series and festival hosted by Pleasant Peninsula on July 26, 2025. The festival will draw local, regional and national mural artists to create 21 large-scale murals that will collectively be known as Conservation Way. This mural destination will celebrate Michigan's unique ecological heritage and will highlight 21 different native species from Michigan's Endangered Species list. The festival will feature live entertainment, artisan vendors and ecological education opportunities.

The Board approved funds not to exceed $40,000 to support planning and execution of the Pleasant Peninsula Mural Festival and the creation of Conservation Way.

FY 2026 Budget Recommendation.

The Board recommended the FY 2026 DDA Budget to the City Commission to request fund appropriation.

GR Forward was approved in December 2015 and continues to define DGRI's objectives and guide the implementation of the community's priorities. The FY 2026 Budget invests in the five goal areas outlined in GR Forward as follows:

• Goal 1 (Restore the River as the Draw): $1,225,000

• Goal 2 (Create a Downtown Neighborhood Home to a Diverse Population): $1,385,646

• Goal 3 (21st Century Mobility Strategy): $1,275,000

• Goal 4 (Ensure Job Opportunities and Ensure Vitality of the Local Economy) $550,000

• Goal 5 (Reinvest in Public Space, Culture and Inclusive Programming): $4,740,000
